The original or initial Umuorii Rainbow Estate Layout Drawing/Design approved by the Town Planning & Open Spaces Division of the Ministry of Lands, Survey & Urban Planning on 18th June 2007 was recently redesigned. Appropriate processes have also been filed at the High Court of Justice Owerri for an Order of Court regularizing the changes.
The need for an Order of Court is predicated on the foundation Order of the same High Court which directed that the Layout Drawing/Design should be already approved by the Town Planning & Open Spaces Division of Ministry of Lands, Survey & Urban Planning Owerri.
Provided in the amended Umuorii Rainbow Estate Layout Drawing/Design dated 10th December 2024 include the following:-

- Commercial Plots C/1-14
- Residential Plots R/1-166
- Commercial/Residential CR/1-22
- Utility Plots UTY 1-2
- Sizes of Plots
- Commercial 500 -7150 Sq. Mts
- Public Plots 4000 – 5747 Sq. Mts
- Residential Plots 450 – 700 Sq. Mts.
- Special plots: School, Market, Public Utilities, and Open Spaces.
- Entrance and exit gates to boost security will be provided.
- 2 No. well-reticulated commercial water boreholes with hydrant stations will be provided in the Estate.
- 2 No. 500 KVA Transformers strengthening electricity supply from the national grid.
- 24 hours security in the Estate operated by regular operatives of Umuorii Rainbow Estate Security Limited now being established to serve the security needs of residents of the Estate.
- Developments made contrary to the new drawing published in this website will not stand.
- Whoever thinks he can change the course of developments in the Estate against the projected characteristics would find out eventually that he cannot do so.
- All structures built outside the provisions of the amended Layout Drawing by trespassers are marked for demolition and cannot be the subject matter of any valid offer for sale and/or purchase of plots in relation to Umuorii Rainbow Estate..

Harmony, style, feeling and expression are to be freely decided by plot owners or developers in designing their buildings subject to necessary approval being first sought and obtained from Owerri Capital Development Authority (OCDA) through the Planning Department of Umuorii Rainbow Estates Limited.
Fencing patterns would be uniform throughout the Estate and there would be no high wall fences. The Estate would never be allowed to become a potential cover or hideout for criminal activities.
