OCDA STATUTORY ROLE

OCDA is short name for OWERRI CAPITAL DEVELOPMENT AUTHORITY, a parastatal of Imo State Government charged with statutory responsibility for developmental control in the Owerri Capital Territory as a whole.

OCDA is the approving authority for building plans and fencing permits, and it also has statutory responsibility for ensuring that all developmental activities in the Estate are done in conformity with the approved Layout Drawing.

Responsibility for demolishing all illegal structures built in some parts of the Estate by trespassers falls squarely within the statutory mandate of the Authority, but that does not diminish in any way the equally lawful obligation of Umuorii Rainbow Estates Limited to stop the illegal structures from being erected in the first place.

It is pertinent to note that Umuorii Rainbow Estates Limited suspended all further demolitions on 1st January 2025 and is now waiting renewal of the appropriate writs by the High Court..
